What flowable fill replaces
A trench around a utility line, a void left behind an old foundation wall, a spot where a compactor cannot get in tight enough to do its job. Any of those normally gets filled with compacted dirt or gravel, placed and tamped in lifts. Flowable fill does the same job a different way. It is poured in, it finds its own level without being worked, and it needs no compaction at all.
That makes it worth the material cost on jobs where compaction is the hard part, not the fill itself, because a tight trench or an awkward void is exactly where a compactor struggles to reach every corner.
Why it is not the same as slab concrete
It shares ingredients with the concrete that goes into a driveway or a foundation, cement, water and aggregate fines, but the proportions and the purpose are different. Slab concrete is designed to carry structural load at a specified strength, commonly 3,000 or 4,000 PSI. Flowable fill is designed to be soft, self leveling and cheap to dig, and it is nowhere near that strength on purpose.
Calling it concrete is not wrong exactly, but treating it like the mix that goes into a driveway or a foundation is where the confusion causes problems. It is not poured, finished or jointed the same way, because it is not doing the same job.
How it moves and where it shows up
Because it flows on its own without vibration or tamping, flowable fill travels easily through hose, which is part of why it shows up on trench and utility jobs where hand placement would be slow.

Set time is the other thing worth asking about up front, since a trench filled with flowable fill needs time to firm up before anything sits on top of it or gets built over it. That timeline is a mix question, decided against the spec for that pour rather than assumed from one job to the next.
